The governance of the PARIS21 Partnership calls for a multi-tiered approach. The activities of the Partnership are carried out by a broad network of agencies and organisations as well as by a Secretariat hosted in the Development Co-operation Directorate of the Organisation for Economic Co-operation and Development (OECD/DCD) in Paris. The strategic direction of the Partnership as well as the general work programme of the Secretariat is guided by the PARIS21 Board (formerly known as the "Steering Committee"), which includes representatives from all the main stakeholders, from developing countries from all regions of the world, as well as from bilateral donors and international organisations. The Board meets once a year to discuss issues relating to the development and use of statistics generally and to review work programs. The Board will report back to the next meeting of the Consortium (whole Partnership), which is expected to be held in 2014.
Between Board meetings the activities of the Partnership and Secretariat are guided and monitored by an Executive Committee (formerly known as the "Bureau") with a small number of members selected by the Board. Where required, the Executive Committee may set up Task Teams to carry out specific tasks or to generate specific outputs. Also, the PARIS21 Secretariat may host Ad Hoc Work Programs, with responsibility for delivering a defined program of work and with separate funding.
Governance arrangements (for the period 2010-2014) were agreed at the June 2010 meeting of the Steering Committee, after which the Committee dissolved then reconstituted itself into the Board. Those arrangements were then revised in October 2012. A logical framework for 2010-14 was endorsed at the April 2011 Board meeting.
PARIS21 has thus far undergone three evaluations: the first in 2003, the second in 2006, and the third in 2009.
