Reporting Lines

The consultant or PSA subscriber will work under the immediate supervision of the OCS Senior Statistician in charge of Quality Assurance and Statistics Governance, and the general oversight of the Chief Statistician. She/he will be required to work in close collaboration with other FAO Divisions and teams.

Technical Focus
The consultant or PSA subscriber will work in the following statistical domains:
  • Corporate statistical planning and corporate statistical policies
  • Quality assurance of FAO statistical processes and data
  • International definitions, classifications and statistical standards
  • Sustainable Development Goals indicators and monitoring framework
  • Monitoring and Evaluation of corporate results frameworks
  • Data management and data dissemination policies and tools
  • Confidentiality protection and data anonymization methods
Tasks and responsibilities
Under the general guidance of the Senior Statistician and Chief Statistician, the expert will offer methodological, quality management and statistical governance expertise in support to the mandate of the Office of Chief Statistician.
In particular, during the initial 11 months of his/her contract, the consultant will perform several of the following tasks:
  • Oversee the planning, conduct and analysis of FAO’s Quality Assessment and Planning Survey (QAPS) which gathers information on all FAO’s statistical activities to be included in FAO Biennial Statistical Programme of Work, while assessing the extent to which each statistical program meets FAO’s quality standards;
  • Identify quality management gaps in current FAO statistical processes and outputs and provide strategic and technical recommendations on ways to address them;
  • Organize and conduct in-depth quality reviews on specific FAO statistical processes and outputs;
  • Develop or support colleagues in developing corporate statistical policies and standards to regulate and improve the quality of FAO statistical production processes based on the Generic statistical business process model (GSBPM);
  • Provide support and guidance in producing and using corporate quality indicators to document the quality of FAO statistical production processes internally and externally;
  • Continuously promote a quality culture within the organization;
  • Represent OCS in international meetings related to data quality managements and statistics governance (only for Consultants);
  • Identify and make specific recommendations on possible areas for joint activities and partnership between FAO and other statistical organizations to improve the quality of FAO statistical outputs;
  • Perform other related duties supporting OCS’ mandate as requested.
Minimum Requirements
  • Advanced university degree (for Consultants) / University degree (only for PSA) in Quality Assurance, Statistics, Mathematical Statistics, Mathematics, Agricultural Economics or other related social sciences, Food security and nutrition measurement, Environmental and forestry studies, Program evaluation or closely related field
  • 5 years of relevant experience in statistical data production
  • 3 years of relevant experience in quality management of statistical activities including the establishment of quality policies, processes and tools to achieve desired quality objectives of statistical production activities and outputs
  • For PSA: Working knowledge of English (C level)
  • For Consultant: Working knowledge of English (C level) and limited knowledge of French, Spanish, Arabic, Chinese or Russian (B level)
